President Pranab Mukherjee on Wednesday said that education will provide the opportunity for people with disabilities differently-to overcome their disabilities, adding that the special training of teachers is essential to guide them effectively.
"It is important to recognize that although we as a people have been conditioned by our religion and values to be especially aware and sensitive to the needs of the differently abled, and yet our government has taken a series of measures to systematically address challenges they face, we still have much to do to help them in their daily lives, "said president Mukherjee while presenting national awards for the empowerment of people with disabilities with the International Day of Persons with disability.
"Children with disabilities should have access from the beginning of their lives in school, in the best possible educational opportunities that allow you to cope with their disability and overcome any lack of confidence ... I want to emphasize that special education teachers is essential to enable attentive to the needs of disabled children and guide them effectively, "he added.
President Mukherjee also said that the United Nations was founded on international disabled for the understanding of disability issues.
"The United Nations General Assembly, by resolution 1992 had proclaimed the observance of this day as the International Day of Persons with Disabilities. The main objective of this initiative was to promote an understanding of world issues disability and mobilize support for the dignity, rights and welfare of people with disabilities, "he said.
"They believed that this would encourage proactive approach to global efforts of the international community for the integration of people with disabilities in all aspects of political, social, economic and cultural," he added.
Calling refined national policy, the president also said that the government is the creation of public facilities and services 'Disable friendly'.
"Our Constitution guarantees equality, freedom, justice and dignity of all people, including people with disabilities. Our main right, 'A people with disabilities' (equal opportunities, protection of rights and full participation) Act 1995 gives very specific rights for people with disabilities. the government of India has introduced a bill for the rights of persons with disabilities in Parliament. Calling the participation of people with disabilities in the national context, President Mukherjee said that early detection and precautions were of great importance.
"Many children with disabilities deprived of participation in games and activities that other children considered an integral and enjoyable childhood. Women with disabilities feel particularly disadvantaged. People with disabilities greater in the twilight of their lives are the most vulnerable. it should involve people in activities such as cultural and social where they can participate according to their capabilities 'different', "he said.
"The value of early detection and intervention can not be effectively promoted enough. A series of simple precautionary measures can mitigate the effect of diseases and chronic conditions that create disabilities - especially children in susceptible age," he added.
During the occasion, the President also opened the first interactive web portal swavlamban.info made by the Department of disability.
According to the 2011 National Census, the number of people with disabilities in India rises to 2.68 crore.
